In a significant move to counter-terrorism and rising Antisemitic threats on university campuses, Attorney General Sean D. Reyes, along with the attorneys general of eighteen additional states, have taken a firm stand. They have sent a letter to the U.S. Secretary of State and U.S. Secretary of Homeland Security, urging the Biden Administration to intensify the vetting process for foreign student visa holders. The letter, dated November 8, 2023, calls for the prompt deportation of anyone found supporting terrorist activities.

Attorney General Andrew Bailey stated on Twitter, “Since the Hamas terrorist attack on Israel, college campuses have become a hotbed of antisemitic activity. @POTUS must enforce federal law by immediately vetting all foreign student visa holders and expelling any who are found to have supported terrorist organizations.”

The letter, led by the State of Arkansas, was signed by the states of Utah, Alabama, Alaska, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Louisiana, Mississippi, Missouri, Montana, Nebraska, Oklahoma, South Carolina, Texas, Virginia, and West Virginia. It highlights the concerning pattern of demonstrations in many cities across the United States supporting Hamas and opposing Israel’s efforts to defend itself against acts of terror.

The attorneys general have expressed their concern over the surge of Antisemitic threats on university campuses. They have clearly stated that supporting terrorism is grounds for removal and violates federal law. The letter quotes a message by President George Washington to the Hebrew congregation at Newport, Rhode Island, emphasizing the importance of good citizenship and respect for the basic rights of all to be free from the threat of terrorism.

Fanta Aw, CEO and executive director of NAFSA, expressed concern about the potential overreaction, saying, “Revoking student visas on the basis of speech alone would be a dangerous overreaction that can only serve to jeopardize the legal protections afforded by the First Amendment.”

The attorneys general reaffirmed that this principle still applies today. They added that those who live under the protection of the United States government, including holders of student visas, must respect the basic rights of all to be free from the threat of terrorism. This move is seen as a significant step towards ensuring the safety and security of all citizens and upholding the values of the United States.
